I am writing the numbers the same way that I would say them, the simplest way possible.
In a medical setting it is very important to clarify the decimal point.
If there wasn't a whole number before the decimal, I would hold its place with a 0.
And say.
Zero point three six three two.
Three point six three two.

Would you never say "Trois milles six cents et trente deux" ?
Adding the "and" at the last bit is normal and everyone does it here in the US, but it isn't the proper way of writing it. "And" is the period. That is why I wrote the second number as "3 and..."

If we are going to be proper about it, shouldn't it really be written as Three and six hundred thirty-two thousandths of a percent.

I once saw an American write a number, verbally, without using 'and' but I've never heard or seen that done in Britain. The period is the decimal point and I'd always say 'point'. On the Continent they use a comma instead, so three point two five is 3,25. Traditionally, we use a comma between each three digits, like 4,000,600 = four milllion, six hundred. Yes. It's been a long time since I had to write it out. I forgot the "ths" lol.
We also use commas between three digits. I think that the internet and electronic screes are making it less common because you can just use spaces.
