There was talk of the UN and/or EU setting up and policing refugee camps in North Africa. Did they start that? It would be better to spend the money on that than have all those migrants coming into Europe. Once they are here it is unlikely they will go back.

I think the best thing would be to just say what is no more, no less than a truism: That these people are not our responsibility, and that those who do try to enter must go back.
