Farmer cultures are like this. The aristocracy really doesn't work out in the sun, ergo, not having a tan is a sign of higher social status. Other reasons for this: Pale skin looks nice with dark hair. Men are darker than women, on average. This is especially obvious with medium toned people (S. Europeans/MENA/NE Asians).
I like Japanese stuff, their history, culture, and language. So, I study them a lot.  I found that they like women with pale skin in particular. And because they all have dark hair, they can see the variations in their hair color. Some people have a brownish, or even a yellowish tone to their hair. They especially appreciate jet black hair. So, it's skin pale as milk; hair black as a raven's wing, that they really like.

In the Tale of Genji, Genji was described thus: as being as beautiful as a woman, with skin white as milk and hair long and black.
