What should the main duty be of the politician sent from your area to vote on issues in national government?


* To vote the way his party leader wishes him to.

* To vote in accordance with his party's latest election manifesto.

* To vote in accordance with his personal values and opinions.

* To find out what the people in his represented area want and vote for that.

That last one. But it's not going to happen ever because what the elites want is not what the ordinary people want.

In doing so MPs are freed to act in the national interest, rather than simply fighting to improve the lot of those in their constituency. Burke’s comments were made shortly after being elected as MP for Wendover, and it may not surprise you to find that he was not elected for a second term. But the principle he endorsed, known as the ‘trustee model of representation’, has never been more relevant as it has within the context of Brexit, with many MPs finding themselves holding opposing views to the constituencies they represent.

Now a new YouGov study finds that MPs and the British public are at loggerheads on what the nation’s representatives are supposed to be doing in Parliament. Our survey of 100 MPs finds the vast majority of MPs support Burke’s view: 80% believe they are elected “to act according to their own judgement, even when this goes against the wishes of their constituents”.

As Burke found 250 years ago, constituents have very different ideas, with 63% of Britons saying that MPs are elected “to act according to the wishes of their constituents, even when this goes against their own judgement”. In contrast to the system Burke proposed, this is the ‘delegate model of representation’. /quoting

The result for the opinion that representatives (MPs) should act according to the wishes of their constituents has an interesting breakdown:

Conservative voters: 81%
Labour voters: 60%
Liberal Democrat voters: 61%

EU Leavers: 78%
EU Remainers: 57%

Voters 18-24: 42%
Voters 25-49: 57%
Voters 50-64: 68%
Voters 65+: 77%

So conservative voters and older voters have more respect for the authority of the voter. But with the politicians themselves it's somewhat the other way around, with 88% of Conservative MPs but 66% of Labour MPs believing that they are elected to act on their own judgement.

Psychologically, it looks as though conservatives, whether voters or representatives, tend to want to be in control, whereas left-wing voters and reps. are less trusting of their own authority.

His second duty is to his constituents, of whom he is the representative but not the delegate. Burke's famous declaration on this subject is well known. It is only in the third place that his duty to party organization or programme takes rank. All these three loyalties should be observed, but there is no doubt of the order in which they stand under any healthy manifestation of democracy."

I have to (mostly) disagree with the great man on this. In a time of emergency, yes, normal politics moves into the background and the MP must act on his conscience. But normally, he has been elected largely on the basis of election manifesto promises so his first duty is to uphold those, which is the same as serving his constituents and pretty much the same as serving his party if it is behaving consistently.

In the 2017 UK general election, the Conservative Party increased its share of the overall vote by 5.5 percentage points but lost 13 seats.

In the 2019 UK general election, the Conservative Party increased its share of the overall vote by 1.2 percentage points but won 48 more seats.

Something is deeply wrong when over 70% of votes count for nothing. That’s what Westminster’s voting system did in December’s election, according to a damning new analysis from the ERS. Of 32 million votes cast, a staggering 22.6 million people had their votes ignored, the ERS’ new report, Voters Left Voiceless, on the results of the 2019 election shows.

Of these votes, 14.5 million went to non-elected candidates. The remaining 8.1 million ignored ballots were surplus votes for winning candidates, above and beyond the number the needed to win. Meaning that just 9.4 million votes directly contributed to the result. Under a proportional system like the Single Transferable Vote (STV), these votes would be redistributed – ensuring voters aren’t left on the electoral scrapheap.

All of this has huge implications for the issues that get heard, and people’s trust in our political system. Voters are systematically ignored, fostering a political climate of disillusionment and disengagement.

The problem affects voters differently depending on where they live or who they support. Across the UK, just over 50% of Labour voters saw their vote unrepresented (i.e. they did not support a winning candidate), while 92 percent of the Liberal Democrats’ 3.7 million voters suffered the same fate. Smaller parties are hit hard, with over 96% of votes for the Green Party going unrepresented alongside all of the Brexit Party’s 644,255 votes. When one party takes all, others are left to pick up the scraps . . .

It’s time for a change. The UK must join most other modern democracies in delivering an electoral system that ensures that all voters are heard, no matter what party they support. Only through a proportional electoral system, where seats match votes, can this be achieved, electing a Parliament that is truly representative of modern British society.

Rather than increasing polarisation and distrust, proportional systems help foster consensus and deliver fair representation, ensuring that all the issues we care about are taken forward to the House of Commons and all voices are heard. It is unsurprising, therefore, that much research has shown that proportional systems make satisfied voters. Take the recent Irish General Election for example. Unlike the UK, with its growing cases of tactical voting, voters in Ireland feel they can vote for who they actually want to, meaning that – in contrast to the situation at Westminster – voters are represented fairly in the Dáil.
